"A second Turkish official said the issue of technology transfer was one of the major stumbling blocks in negotiations with the Chinese company." The Chinese are smart, why would they transfer technology, just because you are buy a product from them? I don't get to buy a new car, then ask the dealership, now show me how to make it, so i never have to buy a new car from you again.
Why would China agree to technology transfer? Not everyone thinks short term profit, it better then long term profitability!

Technoloy transfer from China? They will never tell you anything. Not even the real names of those engineers. But in the other hand, all Western companies going to do anything in China MUST transfer 100% of their technologies to the Chinese.
For Example:
A German company in collaboration with Kawazaki and Bombadiar were invited to build a high speed train for the Chinese. China didn't care how much they quoted to build it, But they are only allowed to build just 5 of those trains.
Today, China not only has more than 200 of those trains, but they are now competing with Germany, Japan and Canada in the
world stage for the production of high speed trains.

来自中国的技术转移？他们不会对你说任何事情的。甚至不会告诉你这些工程师的真实姓名。但是另一方面，所以西方公司要进入中国就得将自己的技术100%的转移给中国。
比如：
一家德国公司同川崎和庞巴迪被要请去为中国建造高铁列车。中国不关心它们的报价是多少，但是它们只被允许建造5个列车。

It was stupid for Turkey to try to go outside of the NATO alliance! The technology transfer would have been the Chinese asking NATO to give them the specs on NAIO's missle defense system so they could build a system for Turkey that is would be compatible! With everything going on with China who in their right mind would do that. Tell a possible aggressor in the future how we protect our own house. Really? There is nothing for Turkey to give China except stupidly transfer Western missile technology.
Oh and NATO said no. You go and buy a system outside of the NATO alliance we are not going to give Turkey the technology for Turkey to give it to the China. So in reality Turkey would have bought a stand alone system. Can't have it both ways.

土耳其想走出北约联盟，这真是太愚蠢了！如果真有技术转移，那届时中国人将要求北约提供北约导弹防御系统的相关参数，这样他们才能为土耳其建造一个相容的系统！以中国现在的行为来看，正常人谁会给中国提供参数啊。告诉一个未来可能的侵略者如何保护我们的房子。真的吗？土耳其没有什么东西可以提供给中国的，除了愚蠢的将西方导弹技术转移给中国。
然后北约说不。你在北约之外购买系统，所以我们不会把技术提供给土耳其再让土耳其把技术给中国的。所以土耳其购买到的将是一个孤立的系统。鱼与熊掌不可兼得。
